▲ curious incident has happened at the end of the negotiations for

methods settlement of the dispute which is so characteristic of the metode adopted by those in charge of the Government at present that this record of facts would be incomplete without a reference to it.

Part of the bargain with Government included the reprinting parate volumes the Code of Civil Procedure, the Public Health and Bull- dings Ordinance, and the Merchant Shipping Ordinance. It is worthy of

note that the Government illegally tried to get my printer to print

copies of these Ordinances without my permission in defiance of the

Ordinance which vested the right of reprinting in me. On his refusal

I was approached and asked if I should object on the Government paying

the printing charges. When I pointed out that I verb strongly objected,

as I intended to index these Ordinances, the fovernment with inconcei

vable meanness endeavoured to haggle at the price, and to get them a

sented but very reluctantly to take the copies they required on busi-

ness terms. What has happened since in regard to these separate books

is a fitting sequel to what was done before.

Mr fledge who was acting for me, at his interview with Mr Clementi

proposed a compromise of the proceedings which were then in contempla-

tion, but he had not all the details present in his mind and the ques-

tion of these separate copies was not dealt with. I therefore drew up

a memorandum showing what work had been done,what remained to be done,

and what profit would ensue to me. Mr Clementi with unnecessary pompo-

sity said that the Goverment would accept no compromise that was not

final, as if I would accept one that was not final; and his method of

settling the question was characteristic-- here is some more plunder,

we insist on taking that too. I am powerless as I wish to be quit of

tiff as a recent case in the Courts shows is not an enviable one. I

ust therefore acquiesce. But before seversing all relations with a

Government which I have served with the utmost zeal and good faith

have to record my #pinion, that the whole action of the Government in

this matter is high-handed and unjust, and reflects little credit on the principal actors, Mr Severn, Mr Clementi, and Mr Alabaster.
